The international dialling code of India is +91. The plus symbol is the GSM standard for the international access code. When using a plus the regular international access code (in the U.S. this would be 011) is not nescessary.
Entering a plus symbol on most cellphones is usually done by holding down the zero key for a short period and is normally indicated on the keypad.
